Governance & Leadership

Governance & Association Structure

The Dental Compliance & Safety Association (DCAS) is one of Canada's leading supportive bodies for the dental industry, helping dental practices, independent clinics, and Dental Service Organizations (DSOs) navigate complex safety and regulatory frameworks. Like other self-governing frameworks within the healthcare sector, our association is overseen by a structured governing body and sustained by annual membership licensing fees.

The DCAS Board of Directors

The DCAS Board of Directors is responsible for establishing our strategic objectives, overseeing fiscal health, and executing our organizational mandate to drive progress forward in dental safety and practitioner support.

To maintain strict impartiality and ensure a balanced approach to clinical safety and public trust, our Board consists of a balanced representation of both active dental healthcare professionals (including Dentists, Dental Hygienists, and Assistants) and external public or corporate experts specialized in healthcare law, non-profit governance, and operational compliance.

Committees & Appointed Panels

In addition to the central Board, the DCAS governance structure relies on specialized Statutory and Regulatory Committees to carry out our core mandates:

  • Statutory Committees: Tasked with evaluating membership standards, handling registration appeals, and maintaining high ethical compliance guidelines.

  • Regulatory Committees: Tasked with monitoring changing infection prevention and control (IPAC) regulations, accrediting our educational workshops, and ensuring our continuing education materials align with provincial health standards.

To support the heavy workload of these committees, a dedicated Roster of Panelists is maintained. Roster members consist of trusted industry peers who participate in review panels to audit safety strategies, make regulatory recommendations, or evaluate clinical practice compliance submissions on behalf of a committee.

Our Code of Ethics & Conflict Separation

To protect the integrity of our association's decisions, members of the primary Board of Directors are not permitted to concurrently serve on individual regulatory committees or peer rosters, and vice-versa. This separation prevents conflicts of interest and ensures fair, unbiased oversight. All Board, committee, and roster members are strictly required to sign a formal oath affirming their total commitment to their duties, the public interest, and the CDCAS code of ethics.

DCAS is governed by our Board of Directors and is led by an executive team that oversees strategic directorates dedicated to dental safety, operational excellence, and regulatory adherence:

  • Standards of Practice & Infection Control: Overseeing the development of clinical safety benchmarks and infection prevention guidelines.

  • HR Employment Law & Practice Support: Providing guidance on employment standards, human resource management, health and safety regulations, and workplace policies for dental teams.

  • Education & Compliance Training: Directing workshops, certification programs, and educational resource management.

  • Membership Services & Corporate Growth: Managing independent clinic memberships, corporate partnerships, and outreach pipelines.

  • Policy, Governance & Administration: Ensuring organizational compliance, financial stewardship, legal framework adherence, and strategic alignment.

  • Digital Technology & Data Safety: Overseeing IT compliance, data security management, and digital support services for practices.
